Earlier, in mid-November, the Limak/Mapa/CRCC team had submitted the lowest bid of AED 21.7 billion in the second round of revised offers. A week prior, the China Tiesiju Civil Engineering Group (CTCE), Egypt Arab Contractors, and the local Binladin Contracting Group had submitted a bid of AED 22.2 billion, the lowest in the initial round of updated offers.
