The RTA has now received updated proposals from international contractors eager to secure the contract for designing, building, and equipping this advanced transit line, promising to enhance connectivity in the city.

Major Contractors Competing for the Dubai Blue Line Project

Dubai’s RTA has shortlisted prominent international consortia, each with extensive experience in handling large-scale transport infrastructure projects. The competing groups submitted revised bids after initial proposals were reviewed. Here are the details of each consortium’s offer:

  • CAF, China Tiesiju Civil Engineering Group, and Arab Contractors (Egypt): Dirhams 22.2 billion (approximately $5.99 billion USD)
  • CRRC, Limak Holding (Turkey), and Mapa Group (Turkey): Dirhams 22.7 billion
  • Hitachi, Larsen & Toubro (India), Powerchina, and Wade Adams (UAE): Dirhams 23.9 billion
  • Alstom, FCC (Spain), and China State Construction Engineering Corporation: Dirhams 23.96 billion

While these bids exceed RTA original budget estimate of Dirhams 18 billion ($4.9 billion USD), each consortium brings distinct strengths and international expertise to the project.

Serving Key Population and Business Hubs

The Blue Line is strategically designed to serve high-density and high-demand areas across Dubai, connecting the city’s key business, residential, and academic centers. With a population exceeding one million, the areas served include Dubai Creek Harbour, Dubai Festival City, International City, Al Rashidiya, Al Warqa, Mirdif, Dubai Silicon Oasis, and Dubai Academic City.

Capacity and Efficiency of the New Line

The Blue Line will be designed to transport up to 56,000 passengers per hour in both directions. Trains will operate at short intervals of around 90 seconds, ensuring minimal wait times and smooth travel experiences for commuters.

Responsibilities of the Selected Contractor

The chosen contractor will take on a wide range of responsibilities, covering every aspect of the line’s construction and operation. Key components of the contract include:

Tunneling work is projected to begin in 2025, with trial operations scheduled for 2028.
